Umm so, I viewed this player's account that was supposed to train my pokemon a certain number of exp and well when I viewed his profile it says frozen at the top. What does it mean when an account is frozen?

He didn't change his password by the deadline that it said to, so his account isn't permanently banned, it's just like paused for a little while and he can't do anything, but most likely will get returned (many other ways to get ur acc frozen but that's a big one)
