I have a level 1006 and a level 23 how do i level up the level 23 fast?

Well, the best way to train when starting out is to teach your pokemon Bolt Strike and Train on Swimmer Richard on NPC Fights.

If the LV23 Is Ghost Type.Put a high LV(The 1006LV) in your team and the LV23 In your team.After that go battle with Bird Tamer. I am sure that the LV23 Wont get any damage..

If one of your pokemon has toxic, then you can put blizzard on both pokemon and then train on Zapmolcuno
