2. Its a Water/Flying type because it's based off a mythological water serpent who could fly. (just guessing)

I may aswell give the second answer, since no one has got it.

Because at the time of red/blue, water/dragon was a overpowered type so game freak made a last moment change to make it water/flying...

and that was learnt from chuggaconroy.

Oh, I've seen Noctowl in some of the episodes, I never thought he was shiny though. Wow. That's pretty awesome!
