Your TL needs to be 70k & a 10k level pokemon has 1 trillion xp,even with 100 coins/bil xp,it will cost 100k coins.

Every once in a while, you'll be able to find a lv10k (or around there) at the Auction House for cheaper. For example, I was able to get a lv9134 Golurk from the AH for 42k coins. That'll probably be your best bet to get an affordable high level pokemon, you just have to be patient and wait for a good opportunity
