well the bad in this idea is high level pokemon are always sure win there must be limited of trainer level and same strategy would alwasy be used the bad on this idea like fly and toxic so weakness would be ignored

There are some issues with this idea but with enough effort most can be worked out. I kind of went and fleshed out your idea below.

Those who want to participate in the contest should sign up several weeks ahead. The tournament can be divided up into levels based on your highest level pokemon or the pokemon you entered. After sign up one week could be dedicated to the tournament. If you have singed up for the tournament you cannot flee. Failure to compete after signing up will get you disqualified from the entire tournament. And prizes for the different tournament levels could be the following.

1st- rare colored pokemon (lower tournament levels will be pokemon such as shiny, cursed, rainbow, and golden while the higher levels such as glitter.)
2nd- a large sum of coins (the actual amount corresponding to the tournament level you entered.)
3rd- a large sum of cash (the actual amount corresponding to the tournament level you entered.)

This tournament could be held once a year. Providing plenty of time for trainers to train their pokemon and for the admins to prepare for the next tournament.
