Yeah I agree with Lychai. Try some backround tuts and try to make a good flow from the BG. 9.5/10

I am amazed that you came up with this on Gimp it's very smooth but why did you use blue lightning you should've used yellow lightning I rate it 8/10.

Your pichu siggy is good. Also agree with others about the background.
It would be better if you have added an effect with it.
but still it's a 10/10.
