I like DBZ and despite being sorta plain, this is a very well done banner. 9/10 for being nice and 100/10 for the theme.

The effects, and color of it Looks cool. :P
Maybe you should Make the Text Blend More, but not bad!
I rate it 8.5/10.

Some parts of the yellow beam are to bright and the left side of the banner is way less detailed then the right, But not to bad 8/10 nice job.

I kept it that way cause to much effecting doesnt even look good but thank you very much :)

Perhaps he posted this, to get your opinions, you are just saying " cool, 9/10". at least tell him why 9/10, why not 10/10? it helps him to improve.
The colors are nice, and although plain, it is good. The text is nice, and suits very well, but the A of Apex is a little ruined by the yellow line behind it. Maybe you can add a little light yellow glow or a black stroke at the outer part of text?
Next, at the left hand side of the character, its part are cut out. For this, you can add the yellow lines similar to the background ones in front of character so that that cut out part is hidden.
Overall, the colors, and the simplicity suit it and earns a 8.5/10 from me.
