Well, you can loan Pokemon, so why not items, too?

Plus, for the event, I lent a few items that were never returned, and this isn't the first time, and I'm not the only one.
So I think being able to send an item as a loan rather than an actual trade would be better. Then everyone could just go and get their items back.

It would work just like the Pokemon loan function.
You select the item(s) in question, set for how long, and send the trade.
Once the other person accepts, he or she won't be able to trade, sell, or steal it, since it'll have a loan attachment.
And also, just like the Pokemon loaning feature, you could take back the item whenever, even if they decided to not give it back. And you won't have to go through that long process of writing out a report that so-and-so is a thief, and hope a staff member gets involved and gives you your stuff back.
And I think it'll help the staff a bit more, too, since that'll take care of most of the item disputes.

As much as I want this idea ingame, it's just impractical. Why loan someone a Toxic, when they can't even use it? Makes no sense lol. Plus loaning items is very niche, as it's only useful for things like Halloween (2-3 days), Pecha Scarf, Exp. items, Itemfinders, and Bicylcle.

It's just better to not lend to those you don't really trust.

Well, that is true.
But it would be useful for the event. lol
And stuff like Pecha Scarves and ItemFinders that are usually loaned, well, it would make it easier since you could just loan it and take it back whenever.
But yeah, you've got a point there.
