Not entirely sure, but forum layout?

I'm not entirely sure if this is a mistake or anything, but when I preview the forum in my storage account; it looks unformatted, and weird.

Theres 2 possible problems:
1) It's lag and you just need to reload it.
2) New accounts need 16 badges before they can use the forums.

No issue with the first possible issue. As far as the second, what does the styling of the forum have to do with actually having a forum account? I can see threads (without posting/etc.); but the styling is off. (As you can see)

The same thing happens on my 3DS sometimes. I'm not sure what causes this, But I assume it just "finished" loading before the coulor and all them were actually in the thing...
